When do we have to be under the cap by?

Lets say we sign a couple bargain FAs and have to match an offer for Webb when do we have to be under the cap by. So how much time will we have to cut a player or restructure a contract or two?

We have to be under the cap by 4pm Tuesday. If a team signs Webb to an offern sheet we have 7 days to make cap space to match the offer or we get the draft pick

I always thought we had until june or some other later date to be 100% under the cap.
