    No. They can attend meetings and rehab their injuries, but they cannot practice.
    What Ravor said...

    BUT, they can play games with PUP during a short window in training camp...they can PUP a player for a short period while they load up their roster, max it out in order to take a look at players they otherwise couldn't bring in due to roster limitations.
