College and high school coaches really don’t have enough time to put into it. Most won’t start as freshman so you’re only getting 3 years in high school at really try and develop them. In college especially now with the portal you get two years and they are moving on

We don’t ALL hate it.., it’s winning football, it’s playing the math advantage, it is effectively legally cheating at football.

This continues as they get older and hit college. By that point, their 'gifts' are weaponized against their own development as passers (Which continues to take a backseat), leaving them pigeonholed to those 'gifts', and it declared that they will never be great passers. QBs who don't have freakish running ability at a young age, see their passing development as the Top priority and their passing development benefits from that focus.
    The top priority is winning.
Making winning a top priority is the coaching being fair to the 50 other guys on the team. Non-QB players matter.

It makes sense to invest five units of resources in improving a QB if the improvement results in eight units of resources.
But eventually that number dwindles and dwindles until putting in five gets you only five. Worse still, putting in five might result in a return of three or two. Yet, if "developing them as passers [is] the top priority" then rule requires more investing, more investing, and more investing of resources no matter the result. Squandering.

The juice must be worth the squeeze. How hard to squeeze is a question for the braintrust and the answer depends on the individual player. The juice being worth the squeeze is the better priority/rule/standard because it can be applied to players at every position.

Part of the same thing. With a running QB, you get an extra runner. Helps that bullyball run game.

Probably part of why you start seeing all the talk of what coaches these guys work with in the off season now.
