If this is the thought, is it possible that the Colts make the offer/trade after their 2nd favorite QB goes? They would need to have some things worked out beforehand with the Ravens/Lamar, but it would ensure they have the QB they want next season, instead of waiting until after the draft and hoping that the Ravens don't match the offer.

I don't think it's that unreasonable a thought. They could always tell Lamar that it was the Ravens who were waiting to pull the trigger until they saw who was still on the board after the first three picks.
But it is a lot to work out in advance. You'd need Lamar agreeing to a contract amount and the Ravens agreeing not to match it, and willing to settle for the two #1s.
If the Ravens expected more for Lamar, they'd also have to get him to sign the franchise tag before the draft, I think, because he's not tradable unless he's held under some kind of contract."That's what."
