One more thought... there are risks in negotiating with Jackson. An agent can (mostly) guarantee keeping things quiet. An agent has an economic incentive to not burn a team with a leak because they will have other clients. A burnt bridge makes it harder to get other deals done. Jackson is an amateur (as a self agent) and only has himself to worry about. There's also the risk of expectation. If a team's fan base and players find out the front office is negotiating with Jackson, expectations will rise. No team wants to give a fully (or almost entirely) guaranteed deal. Given the media interest, any leak of negotiations will turn into a circus. Invariably, there would be questions like "How will you make Jackson work in your scheme?" It would be a distraction, particularly if negotiations don't bear fruit. Teams don't have track records with Jackson like they do with agents. There's also no pressure to move unless a team wants Jackson and feels like another team might be moving in ahead of them.
There's often a broad dislike of agents, but they serve some useful purposes including acting as a buffer between teams and players. They also serve as a communication network. Jackson's decision to forgo representation puts him at a disadvantage and that could contribute to the perception that the League just isn't that excited about him.

No, teams do value Jackson, the issue is teams don't value Jackson at what Jackson thinks his value is or wants his value to be. Hence the situation we're in. There is some degree of other teams not wanting to do the Ravens contract work for them if they are just going to match anything under a certain threshold which no team seems willing to go above at the moment. But I think the main issue is he went into this expecting there to be a rogue team like the Browns willing to do whatever to get a winning QB and we're seeing without a shadow of a doubt the league's owners are intent on making that an outlier.

Right player, right price is not a Ravens thing only.
Some teams will have doubts about the first part, others about the second.
Browns already have their QB.It ain't pretty, but it's us.
AND I'M HERE FOR IT ALL, BABY.

Ozzie made it very clear that any team could have Lamar if they offered the contract he is asking for. The Ravens aren't matching that one.

Ozzie Newsome: Ravens’ owner said Deshaun Watson’s contract created some problems
Newsome, who was the Ravens’ General Manager for 17 years before stepping back to the Executive V.P. role in 2019, said on the Bernie Kosar Show that Ravens owner Steve Bisciotti views the Watson contract as a problem.
“Every club has to do what they have to do with contracts,” Newsome said. “I don’t worry about what other people do, but our owner did say that contract did create some problems. We have to figure out if that’s going to be the norm or is that an outlier. We don’t know.”
Bisciotti and other NFL owners don’t want to see Watson’s contract become the norm, and the NFL Players Association has accused the owners of colluding to prevent fully guaranteed contracts from becoming the norm.
Jackson remains unsigned two weeks after the Ravens placed the non-exclusive franchise tag on him, and his desire for a bigger guarantee than any owner wants to pay appears to be the primary reason he hasn’t signed with either the Ravens or any other team.

great comments from Oz. They think the Watson deal is an outlier and want to let the league say one way or the other - that way it's not on them.
well the league is speaking with it's silence. It's nothing against Lamar, it's wrecking your cap and being hated by the rest of the league that they want to avoid
