As long as humans been on earth you will always have corruption in every place. The key is having honest leadership. Not just letting anyone become a police officer. Plus have strong incentives not to be corrupt.

He very clearly did not say "all cops lie" though. If I say April was rainy this year, a reasonable interpretation is that there was a lot of rain. Every day had a lot of rain is not a reasonable interpretation.
