For people of a certain political bent, family is an obstacle. Obstacles demand a diversion, or an intermediary.

If you believe that values (more broadly speaking, people) can be easily fashioned, and if you believe that your values are superior to another's, then you might be inclined to enact policies that weaken the family bond so that your agents can swoop in and do the inculcating that will lead to your preferred societal values and outcomes.

The wedge can be many things, including easier sex or easier money or easier access to your inculcating agents.
