The Ravens over/under on wins is 11 or so at various places. That is what they peg as the number of wins. The spreads for various games is a different bet.
The whole point of all of these numbers is to get even betting on either side. The spreads of actual games can be influenced by fan bases and how much they are willing to bet on "their team.' Teams like the Cowboys and Steelers are likely over bet most games.
