Remove restrictions that prevent people from carrying firearms.
Mass shooters exploit the idea that they can kill lots of people who cannot defend themselves.
There are deeper reasons for the problem mostly involving the unhealthy psychology of the emerging totalitarian state... but they will take longer to fix.
In the meantime... get back to basics... and remove carry restrictions

Times have changed. In the past these mass shootings were because of Trump being in office. Now none are because of Biden and his policies. Is it because the media can't blame Biden for anything.
