With the federal hwy system you can also look at it as being a federal responsibility anyways since 2 of the 18 enumerative powers of the federal govt consists of creating post roads for the post office and controlling commerce between the states

Yeah but Warren Buffett owns the train cars mainly used for that oil and that pipeline was cutting into his business.

And pipelines are a lot safer than train cars as well.

Pipelines got automatic got automatic shutdown valves when it detects a leak. Truck or train car overturn in a tributary might affect drinking water which is the reason given why a pipeline can't be built lol. Let's not even talk about ships oooohh boy.
