Enough with the maybe guys who we can try and get cheap. Pay up for Allen Robinson. The guy has been great with crap QBs his whole career. He's a big and physical player who has no problem blocking down field. Robinson was made to be a Raven. Pay the money and get him

That's my top target.

Lamar isn't pin point accurate deep and his best WR has a microscopic catch radius and no jump ball ability. There's a reason he loves Andrews so much, he needs more "street ball" targets. A-Rob would do wonders for him if Roman can actually scheme a passing game for once.

TIER 1 - Top dollar, premium FA
These will cost a lot under the salary cap and screw up the comp pick formula, but you're getting a Pro Bowl caliber WR

TIER 2 - "WR 2s"
These guys are normally overpaid for above average production, but in this market there may be some big bargains

I think, rather than looking at FAs, you'll want to survey the landscape of teams that need to cut or trade people to get under the cap. The Ravens love doing this and this off season more than any other in recent memory, teams will have to shed salary.
