No, the hysterical part is that you actually think that’s true.

His accountants would have him pay $1 every other year on voting years and claim losses the other years.

Yes they are. In order to purchase each one of mine I was required to have a background check, provide fingerprints, and pay a $200 fee for a tax stamp. I even had to provide a copy of the registration to the State police out in Pikesville. Its a class III weapon and can only be sold by select dealers.
