Um, no. It wouldn't be a mechanism by which Congress would choose who would be POTUS unless they also impeached the VPOTUS.

The Founders didn't enact the 25th Amendment. We, the People ratified that in 1965. That Amendment gives Congress the authority to enact a measure like this one. Since you've been cheering the GOP's insistence that power is its own justification, you should be fine with the Democrats playing the same game.

You're right. Sec.4 doesn't actually remove the POTUS, it just makes the VPOTUS Acting President until the same people who decided the POTUS isn't capable of discharging his duties decide he can.

The power of Congress to do what Pelosi mentioned is in clause 1 of Sec. 4:

Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.
