    The Constitution Serves to establish the framework of the law.... it's foundation if you will..

    But is insufficient to serve as enforceable law, in it's lack of specificity.

    As in this case for example.

    The Constitution forbids excessive bail. But does not define excessive bail. Nor does it suggest that bail may be graduated based on flight risk, or danger to the community.

    The specific law pertaining to this case is The Bail Reform Act of 1984, (18 USC Chapter 207 Section 3142). It allows for bail to be set at a level the judge reasonably believes will assure their appearance, or even the denial of bail to certain defendants pending trial. Specifically defendants charged with: a crime of violence; an offense where the maximum sentence is life imprisonment or death; certain drug offenses; repeat felony offenders; or a defendant who poses a serious risk of flight.

    The Constitution is the Supreme Law of the Land. It even says so in Article VI cl. 2.

    There's also 18 U.S. Code § 242.Deprivation of rights under color of law

    §3142 wouldn't apply in this case because those provisions only apply to those in federal custody.
