I don't see how you can go in and bail out the city when their police department already had numerous complaints and a reputation they did nothing about.
Now if they're talking direct aid to small businesses that were impacted, maybe.

I tried to find out the curfew laws that were in effect then and this is all I could find:
"Under the curfew, only those going and returning from work, emergency workers, those fleeing a dangerous situation, the homeless and the media were allowed to be out in public. Others were subject to arrest."
