Yes.
Ravens don't get the second SB without him. Plus his first 5 years were incredible (by the standards of QB play in the franchise prior).Master of 'Gifs for dummies'

7 years without a playoff victory until he showed up. Zero one-and-dones in the playoffs. First playoff victory against Manning, he led. First playoff victory against the Steelers, he led. He damn sure didn’t lead the first playoff victory against the Patriots, but he eventually became the main reason why we always gave them problems in the playoffs. The only bad word said about him is that he doesn’t play with the same passion that Ray Lewis shows. Zero off the field issues. Never threw a teammate under the bus. Helped Lamar as best he could, in a most professional manner, knowing Lamar was taking his job. Still, the only QB not named Brady, Manning or Roethlisberger, to represent the AFC in the Super Bowl in what, fifteen years? Damn near twenty?

Absolutely.
Although Walsh's system of offense can compensate for lack of talent; however, defense is a different story. According to Walsh, talent on defense was essential and could not be compensated for. What did Walsh do in 1981? He acquired physical and talented players on defense.
