If the NFL was so worried about safety, they’d expand game day rosters to all 53 players.

Agreed. If this is more roster spots, then yes. But if you are taking existing roster spots and restricting the opportunity of having some players be on a developmental squad instead of having a shot at a job on a 53 man roster, then they won’t like that at all.

I didn't catch this before, about game 3:
Baltimore’s first 12 offensive touches went to rookies. That included three completions to Brown, two to Hill and one 44-yarder to Boykin. Brown, McSorley and Hill combined for six rushing attempts. It wasn’t until McSorley and second-year tight end Mark Andrews connected on a completion with 13:08 left in the second quarter that a non-rookie on the Ravens registered a reception or carry.
Such statistical quirks are usually reserved for the fourth preseason game or the final moments of other exhibitions, when most contributing players are resting. But for the Ravens, a large chunk of their first-year offensive players are critical pieces rather than long-term projects.
