You have to look at Kyler draft assessments through the prism of Mayfield.

Also, Lamar suffered from a media/fan viewpoint that was skewed by the narrative that surrounding him.

I think the disparity between draft picks isn’t a direction relation to where they are drafted. The difference between 2 similarly rated players varies based on team need.
