I don't really understand why people were mad at this...I mean I do get it. People want to have some level of control over where their taxes go.
But, are people equally upset at military member's other types of elective surgeries. I know several active duty women who got breast enhancements. Our tax money paid for those fake tits.Master of 'Gifs for dummies'

There is some hope for this country yet. Dru Brenner-Beck, retired Army judge advocate general and president of the National Institute of Military Justice, told The Daily Caller News Foundation that on the face of it, Manning is prohibited by DOD regulations from running for office while serving in an active-duty capacity. The only exception is if Secretary of Defense James Mattis grants explicit permission, a power that cannot be delegated by a secretary to anyone else. Victor M. Hansen, law professor at New England Law and former military lawyer, also agreed that Manning’s run for office is legally prohibited and could result in prosecution.
