As I understand the new rule.. you don't have to designate any specific player to return until they return...

But you may only return one player.

And that player must have been on the 53, so players moved to IR before the final 53 can't be designated/returned in that year.

And as far as I know it is the opening day 53 (when vested veteran salaries become guaranteed) not the final cut down 53 when rosters are reduced to 53.

So if Elam is moved to IR before the opening day set roster, he cannot be designated.... in that light, CampanIRo isn't coming back this year.

That is my understanding too. That's why they didn't put Elam on IR. Camp can't come back this year

Better question in my mind would be if he's on IR for 3 years in a row is he still entitled to return for any consideration in the 2017 season?
