They are struggling to get pressure on Flacco and he's evading the little bit they are putting on him. They are nervous about blitzing, which is why they've only done it a few times.

To be fair, SF lived off 4 man rushes. They don't blitz a lot. But their rush has only sacked Flacco once. They might start blitzing more and that is just going to be a bigger problem covering all the Ravens receivers.
