It's because they restructure. Take a vet due a HUGE cap number towards the end of their contract, tack on another 2-3 years and convert the big salary into a bonus spread over the life of the contract.
We've done it before too. This year was just the year we decided to stop extending the guys who were obviously going to be out of our plans next year and take the cap charge now. If not next year, Steelers will be forced to make that change in the next few years..

I think the Mason/Heap treatment could be in line for some of the Steelers next year...
