The lineman was trying to get off the double team on Ngata to pick up the blitzing JJ, but Haloti held him. It was actually legit, surprisingly.

I've seen defensive holding called before on defensive linemen. However, only when they grab hold of the offensive lineman's jersey and dragging them to the ground.
