No QB can play to that contract without being given the tools to do so.
Give Joe a good system, one that plays to his strengths, and the time needed to acclimate himself to it.
Give him enough pass catchers who fit that system
Give him a good running game to complement
Give him average pass protection (though with the knee/back he might now need above average protection)
And he can get the job done.
But take any of that away from him and he struggles.

The singular object of a NFL season is to win the Super Bowl. One team does it - the rest don't.
You pay what it takes to do it.
You don't do things 'on the cheap' to get to and win the Super Bowl. The cap and the expectations of players 'to get paid' after winning the Super Bowl is what churns rosters.

Well, sort of. That's the objective for fans and mostly for players/coaches.
I could make a very simple case that there are plenty of organizations who's singular focus in any given season is NOT to win a SB. In some cases, its to maximize profits. In others, its to put yourself in a position to compete for a SB in future years.
Plus there's the notion that for at least half the league, that "singular object" is unattainable before the season even starts.
