    I'm not sure how this is an indictment of Baltimore as a whole.

    Safe Streets has been one of the very few successes the city has implemented in reducing street violence. It just royally sucks that twice now, they've had to arrest someone involved in the program who can't seem to quit the life.

    They need to do a much better job at vetting these guys when they come out of prison. It's obvious by now that the program is a magnet for those who seek to exploit their generosity in order to stay in the game.

    Better vetting? Sounds familiar.
