It won't effect the high end guys, but it will kill the nearing the end of career vets.

yup. If you can't get those guys on the cheap anymore, may as well go young. It's those guys at the end of their career trying to squeeze out a couple more years that will be affected most

what prompted this? was there some issues where they were left fighting for a player after the fact on contact details that they felt if they saw it previously they could of hammered out?

Im just not sure im seeing the need other than telling players they cant settle for anything but top dollar.
