    It would be a penalty on the cap. All of those high draft picks would bloat their cap without producing much on the field. And when they finally do strike talent it ends up being underneath a 10 cent head.

    I'd go ballistic about that even if he hadn't moved the team. Apples and oranges. Modell helped make the NFL what it is today. Irsay kept distilleries in business.
