I think you mean Kirk Cousins.

It's all over the place. Even nfl.com says a 4th was offered from Brown's to WAS.
rantsports has an article as well. I just can't post links from my phone. But it's easy info, just Google Kirk Browns

As for rantsports.com, I'd give more credibility to a Magic 8 Ball than anything they say.
So I am not sure about this "all over the place" you're claiming. A Google search of "Kirk Cousins Browns" brings up the aforementioned and outdated NFL.com article and a speculation piece on rantsports.com.
