Does a tie in the Cinci/Panthers game help the Ravens, or would Cinci still be in first due to the head to head victory?

A tie is half a win and half a loss in the standings. So the bengals would be 3-1-1 which is calculates as 3.5-1.5. Ravens are 4-2. So bengals stay in first with a tie. With a loss, they are tied for first but hold the tiebreaker. So, in essence, Bengals in first no matter what.
Bengals loss is best. Tie is good. Win is not good.
