Jamal is the most baffling inclusion of them all. He had three good years with the team, one injury year, and 2004-2006 were just sub-par to bad. This is the time period his play was such that fans wanted to see Chester Taylor and Musa Smith taking the load at RB. He exhibits almost none of the criteria that makes a RoH player. So why is he there? It makes no sense.
How is Jamal a player of bad character? I realize he had legal troubles, but so did Ray Lewis, and no one is arguing about whether he should be in the ROH.

You say 'three good years' pretty casually. One of them he provided the bulk of the offense for our SB championship. One of them was the third greatest rushing season IN NFL HISTORY. He's still the franchise leader in rushing yards and TDs. And the three seasons you call sub-par to bad, he averaged 1,000 yards when opposing defenses knew he was the only offense the Ravens had.

EDIT: So I took a quick look at a few teams. Jamal's 7801 yards for the Ravens is more than some long-established NFL teams have ever had.

TEAM : TOP CAREER RUSHER (YARDS)
    Washington: John Riggins (7472)
    Philadelphia: Wilbert Montgomery (6538)
    New England: Sam Cunningham (5453)
    New Orleans: Deuce McAlister (6096)
    Miami: Larry Czonka (6737)
    Kansas City: Priest Holmes (6070)
    Atlanta: Gerald Riggs (6631)

Given that Ray Rice should pass Jamal this year or next, we have been awfully fortunate in terms of RBs in our short franchise history.
