It's does imply "Gay to the Max" in street slang. Also, certain segments of the gay population do refer to themselves as "queens".

Homophobia would suggest that one is scared of homosexuals. Not agreeing with homosexuality is not the same as being scared of it.

"Queen" was definetly a poor choice of words -- public figures simply cannot post things like that to their Twitter account and expect it to not be noticed and criticized. However, equating it to mean that Torrey Smith is a homophobe is a bit of a stretch...
