There are almost no serviceable backups in the NFL and the ones who are serviceable tend to be behind starters who are barely serviceable which is why they're willing to be back ups there.
Marc Bulger wasn't even serviceable by the time he was a Raven. If your starting QB goes down, you will most likely stink.

I hope that there are at least two things happening during closed practice....
1) TT is indeed running the hell out of some RO, and
2) Juszczyk is heavily involved in the passing game
