If you factor in age and upside, I put him ahead of everyone but Rodgers. Since Cam has been gone he has looked unbeatable. He may never reach Brady or Peyton in their prime status, but I would take him over the current versions of those guys.

Almost pointless question unless you define "best".
This type of debate has been done for "elite", not sure how "best" is any "better". ;)

Hard to say right now.
For guys you want to get one or two great years from, he's still behind Brees, Manning and Brady. But you're not taking those three for a five-to-ten year stretch if that's what you want.
He's clearly separated himself from the Cutler, Romo, Stafford, Schaub, Rivers, Dalton crowd.
I put him somewhere among the Luck, RGIII, Wilson, Newton, Ryan group. He's a young guy, may wind up getting better, clearly established as a great QB who you want leading your team for the next several years. I make him out to be a younger Eli Manning.
He's pretty much top ten no matter how you cut the list at this point.

This year he is the best because he has the current MVP for the SB. The other QBs have their rings too. To Ravens fans, Flacco is all that matters seeing what he has accomplished in 5 years. Eli and Rodgers are the last two to win the SB on their arms. Top 10 for Flacco and saying that he is going to win more games then all the others compared to their time in the NFL.

Flacco is definitely top 5 and no disrespect to the Op but luck shouldn't even be in the discussion. Given Peyton's physical limitations I would only put Rodgers and Brady ahead of Flacco right now. Brees would round out my top 5.

Things vary so much from season to season, for reasons that are often out of the QBs' control. Right now Flacco is in the top three. But what if he loses Boldin? Part of the reason he dominated in the playoffs was because the two of them were in perfect sync out there. What if McKinney is gone or goes back to being a slug? I think that Joe's got the talent to be one of the best, but so do so many guys. How they rank relative to each other will depend on too many factors. I just hope that the Caldwell/Flacco combination continues to produce a dominant offense. That was a fine thing to watch.
