We will definately need a second and third mount rushmore but the first set of 4 makes sense for obvious reasons.

I'm a big Orioles fan but Michael Phelps has to be on this, and I would probably put him over Brooks. Nothing against Brooks but the most decorated Olympian of all time needs to be one of the "top four" in terms of Baltimore athletes.
