Best place for Smith to end up IMO would be KC. Be nice to see the Chiefs focus their picks on offensive weapons and linemen. They could become a dangerous team. Charles is insanely talented

Smith is the ultimate late career game manager - surround him with elite run game and defensive stars to minimize reliance on him.
But hey...I guess Smith looks pretty good compared to Cassel. Though if you put in the early years of Smith I don't think he would look much different than Cassel.

KC makes the most sense. Excellent D. Excellent running game. Good OL.
Trading a 4th or so for Smith lets them take Joeckel with the first pick, let Albert walk, and use that money to keep Bowe and go after Greg Jennings or something.

Maybe if KC re-sign Albert, Shariff Floyd may be the number 1 overall pick. The Cheifs could be losing both their DEs.

Besides KC, it could be:
Bills - Fitz isn't the guy
AZ - doubtful - same division
Browns - reunite with Norv...but honestly why not just save a pick and stick with Weeden? Weeden has a much better AFC North type arm.
