Basically what the league official said was the rule is in place to not disrupt the flow of the game. The rule makes sense, but the punishment hardly seems to fit the crime.

That or take away a timeout from them.
If team doesn't have a time out left then assess a 15 yd penalty.
But to just dismiss a review? Ridiculous.
And how does it slip by the competition committee.
