Ray, Ogden and Billick are no-brainers to me, but the fourth is tougher. Reed and Boulware, and McCrary, you could make a good argument for any of them.

I'd say too early to have 4 locks.
JO and Ray for sure, but just the fact that we are tossing a bunch of names about, means to a degree we are stretching for the 3rd presently.
No arguement the names being tossed are great, but seems like we'd need a pretty large consensus before something gets cast in stone.
That said, let me toss another name into the hat.
Johnny U. With the points that without him, we may never have been a city with as strong of a football base/tradition for the Ravens to come to (including a gift wrapped stadium). Add in that he turned his back on the Indy Irsays, and stepped right up to embrace the Baltimore Ravens any way he could, and they embraced him. I'd say a case could be made that even though he never played wearing the purple and black, he was as much a Raven as all of us.
