Clips? Not sure what you mean.
I wouldn't recommend ever wearing a holster without a belt. A holster is only as good as the belt to which it attaches. The push / pull of a concealed weapon is something that cannot be avoided and a good gun belt keeps the platform stable.
The last thing you want is to pull the weapon, only to discover your pants are riding up with the holster as you pull the weapon out. A belt keeps the holster in place while the weapon is free to be removed.
The clips that are attached to the holster and then loop under the belt. I don't often wear a belt so I was wondering if there were clips that would do what is pictured below for a gun holster.

Not that I am aware of.
And even if such a product existed, I wouldn't feel right recommending it's use. God forbid, if you ever had to use your weapon, the last thing you want is your clothing to ride up along with your gun when you draw. And I can tell by this request, you're not practicing said draw, another thing I'd highly recommend.
Invest in a good gun belt to compliment your holsters.
also the same guy that just got his house raided because of that video (seizure of the weapon) and arrested for possession of a controlled substance and loaded weapon.

Sounds to me like this is a planned attempt at civil disobedience.
Given the recent SCOTUS rulings, he may very well succeed.
